Abstract:
|
The purpose of the study is to analyze the results of modern innovative development of Ukraine in the context of world ratings, to compare the obtained results with the declared goals and to determine the degree of their compliance. It has been established that an extremely important task of the government in the context of innovative development of the state is purposeful regulation of the sectoral structure of the national economy, where the share of the primary sector, which includes agriculture, forestry, fishing and mining, should not exceed the world average level of this indicator due to the existence of inverse dependence GDP per capita from it. It was determined that the development of an innovative model of the development of the agrarian sector in the conditions of the national stability system can begin only after the renewal of the government and anti-corruption reform, which is a prerequisite for the next steps - regarding the implementation of a number of reforms that will ensure favorable conditions for attracting investments and business development. It is substantiated that the trends that have developed in the Ukrainian economy regarding the share of expenses for the implementation of scientific research and development in the GDP are quite threatening; their preservation contributes to the further decline of Ukrainian science. It was concluded that the paradox of the innovative development of Ukraine lies in the instability of the position of our country on the path of innovative development and the inconsistency of the results of this development with the declared solutions, as well as in the absence of management mechanisms, continuity of state decisions, personal responsibility for their implementation, deadlines, sometimes programs for implementation, and, as a result, in the absence of expected results. The correction of most errors within the limits of the mentioned paradox is entirely within the competence of state authorities and local governments. The transition to an innovative model of development should be based on the selective-priority principle of determining specific innovations in the conditions of ensuring state support for science, its concentration on key areas of scientific research.
