Abstract:

The article deals with analysis of organizational and normative-legal factors influencing the restoration of territories. It is indicated that the governance structure, as one of the defining system elements, should ensure not only the viability but also the development of the state, the synergistic effect of its other elements interaction. The necessity to take into account all the factors of both the external and internal environment that affect the state in the process of Donetsk region reconstruction is emphasized. Their influence on the reconstruction process of the Donetsk region is determined. The system of principles according to which the state policy of restoration and reintegration of the occupied and affected by the conflict territories should be formed is extended. It is affirmed that the restoration of the affected territories and their reintegration into political, economic and cultural life belongs primarily to the area of ​​responsibility of the state under whose internationally recognized sovereignty these territories are. Tools to be used while implementing government policy are advised. The restoration of Donbass is defined as the development of a livable area, taking into account all the features and difficulties due to the close proximity of the war zone. The losses faced by the Donetsk region as a result of military activities taking place on its territory are identified. Determination of a strategy and development of tactical documents (state plans, measures, programs, etc.) for the restoration and integration of the Donbass on the basis of further development of public administration in the region are considered as the most important steps to be done. It is noted that the state pays a considerable attention to the development of programs and measures to restore the territories affected by the military conflict. The necessity of restoring the conflict-affected areas in a relatively short time, despite all its complexity and enormous resource intensity, is determined not only a real task, but also as a requirement of modern society. The ways of the Donbass restoration are provided.
