Abstract:


The article presents the main factors of innovation development of Ukrainian machine-building enterprises which prove the necessity of state regulation. It was noted that the general essence of state regulation of innovation development lies in the purposeful influence of state administration bodies on the economic interests of institutes of innovation sphere. The principles of state regulation of innovation development are also defined. It is emphasized that the main principle of state regulation of innovation development is to provide the unity of strategic and current state regulation of innovation policy. It is noted that the purpose of strategic state regulation is to keep to the economic and social strategy of our state, which is laid down in the program of realization of reforms and national, target, integrated programs. Two main state functions were determined, which are implemented by state authorities through the organizational and legal support of the innovation sphere: encouragement and regulation. The risks for machine-building enterprises of Ukraine have been identified, in case if the outbreak of the crisis of the machine-building industry in developed countries and a change for the better, if the development of machine-building will be ahead of our country. In addition, a number of important steps have been taken to create the determined conditions for the implementation of general economic reforms and further modernized shifts, which, despite difficult economic conditions, have been achieved through mutual efforts of the executive and legislative branches of the government.
